I left while I served on active duty in the Army and came back home. I have been in the Patterson Fire Department since 2010 and am a proud 3rd generation member. I am also a 3rd generation service member after I joined in 2012, following my father and grandfather in military service. I now have over a decade of service to our community and country and I am ready to serve even More !</h3>Service has been a part of my upbringing since early childhood.<h4>As a lifetime Pattersonite I think I am the best candidate to represent our town !</h4>

Serving in the Patterson Fire Department since 2010 Randall has been working in Emergency Services most of his life. Putnam County Protective Services committee is chaired by the Patterson representative Legislator Nacerino, this committee should remain chaired by someone from Patterson with the right background. Randall is that candidate.

I support Putnam County's pursuit and achievement of a Bronze Level Climate Smart Community. As your candidate for County Legislator, I am committed to building on this momentum, ensuring we protect Putnam County’s natural beauty for future generations, and achieving even higher levels of sustainability. Together, we can continue to lead in environmental stewardship, save taxpayer dollars.

Climate and Environmental Resilience

I grew up with a great appreciation for our Town's beautiful environment. Since the Matthew Paterson canoe trip in 4th grade I have loved that our Town has the Swamp and how the Town council has highlighted its importance and visibility with the walking path.

Keep the Great Swamp Great

I will advocate for and support efforts to restore and maintain Putnam Lake. I will work with the Town Board, including Richard Williams and Shawn Rogan, to secure grants and funding for crucial projects like dredging the lake to remove harmful sediments and nutrients. I will support initiatives to improve storm water management and protect our watershed, ensuring clean water for our community.

Protect Putnam Lake

As an official I will have a wider platform. I believe their can always be more transparency especially since the government is using your tax dollars. The County has made steps in the right direction but I believe voters can never have too much information.

Transparency and Promotion

I have been part of many diverse organizations. The Army, The Fire Service, and Healthcare have shown me the importance of working as a member of a team and letting experts talk. I also learned how to lead through these organizations holding elected and appointed leadership positions in my different work capacities. I hope to bring a spirit of mutual respect and healthy debate to the legislature.

<a href="https://highlandscurrent.org/2024/06/07/democrats-see-purple-putnam/" target="_blank" rel="noopener noreferrer nofollow">Registration parity fuels hopes for more offices</a>Randall Mulkins ticks a lot of boxes: U.S. Army veteran, president of the Patterson Fire Department, third-generation resident of the Town of Patterson. Mulkins, 29, is also a Democrat and the party’s candidate for the Putnam County Legislature seat held by Ginny Nacerino, who cannot run because of term limits. She has represented District 4, which includes most of Patterson, since 2012. “He’s a phenomenal candidate who has a lot of support in town from Republicans and Democrats because he grew up there,” said Jennifer Colamonico, chair of the Putnam County Democratic Committee. If he wins a three-year term in November, Mulkins will relieve Nancy Montgomery, who represents Philipstown and part of Putnam Valley, of being the sole Democrat on the nine-member Legislature. A win “helps Democrats everywhere in Putnam” because it “shifts the conversation” in the Legislature, said Colamonico. “Nancy could get a second on a motion,” she said. “Having a second would allow a debate, a discussion.”Mulkins would also hand the party its first major victory under the Purple Putnam Project — a five-year campaign launched by the Democratic Committee to win county offices currently dominated by Republicans. The campaign’s name reflects the relative parity in major-party registration in Putnam County. Republicans have an edge of just 1,612 active voters, a gap that is nearly half of what it was in 2019. Colamonico said her priority is “to build a structure, to build resources and to build camaraderie and focus at the county level” after years in which the county committee deferred to the towns “and just didn’t have great results with that.”Fielding competitive candidates is a must, said Colamonico, who became county chair in February 2023 after years leading Carmel’s Democratic Committee. “We need to be thinking countywide, particularly for some of these races, and then empower the towns to build off that movement,” she said. “We’ve had a struggle to field candidates the last couple of races,” she added. “Letting [County Executive Kevin] Byrne go uncontested [in 2022] was a colossal mistake.” According to Colamonico, Putnam is defined by “chunks” of Democrats and Republicans. One of those chunks is District 1, which Montgomery has represented since defeating Republican incumbent Barbara Scuccimarra in 2018. (Montgomery defeated Scuccimarra again in 2021.)Philipstown is heavily Democratic, mirroring the significant registration advantage Republicans have in Carmel. But active-voter registration tilts Democratic in Putnam Valley and in Kent, giving outsized importance to the Conservative Party, whose members generally vote for Republicans, and unaffiliated voters, who skew conservative, said Colamonico.Sam Oliveri0, a one-time Republican, ran as a Democrat when he won in 1996 the District 2 seat representing most of Putnam Valley. For 18 years, Oliverio stood as the Democrats’ lone representative on the Legislature before he ran unsuccessfully for county executive in 2014.His successor in District 2, William Gouldman, narrowly defeated Democrat Maggie Ploener in 2023. Gouldman won by 342 votes in a race in wihch just 34 percent of Putnam Valley’s 2,744 active Democrat voters turned out.In the same election, Democrat Kathy Kahng fell 197 votes short against Republican incumbent Toni Addonizio in District 3, which includes most of Kent. With 46 more Democrats casting ballots than Republicans, Addonizio owed her victory to the 243 votes from Conservative Party members. In 2021, against Democratic challenger Stacy Dumont, Nacerino won 60 percent of the vote in District 4. While Mulkins will have the Democratic line in November, the Republican candidate will be either former county attorney Jennifer Bumgarner or accountant Laura Russo, based on a June 25 primary.

<a href="https://www.putnamdemocrats.com/NewsPress/pcdc-committee-opens-headquarters" target="_blank" rel="noopener noreferrer nofollow">On July 20th, the Putnam County Democratic Committee celebrated the Grand Opening of its Putnam County Campaign Headquarters in Carmel. </a>Candidates Mondaire Jones, for Congressional District 17, Senator Peter Harckham (SD40), and Zack Couzens for Assembly District 94 rallied with Democrats from all six Putnam towns as they kicked off the summer voter outreach campaign from the new offices. They were joined by Putnam County Legislator Nancy Montgomery and Randall Mulkins, legislative candidate from Patterson, and Yvette Valdez Smith, candidate for NYS Senate District 39.&nbsp;This Putnam campaign office is made possible by the NY State Democratic Party and Governor Kathy Hochul, who have renewed their commitment to building the party in all 62 counties. This coordinated campaign effort, also funded by Senator Kirsten Gillibrand and House Minority Leader (and soon to be Speaker) Hakeem Jeffries, will support the full Democratic ticket - from President Joe Biden down to Randall Mulkins for Putnam County Legislature - and everyone in between. Randall Mulkins, a 68W, Combat Medic, was part of UAMTF 804-2 working with FEMA supporting COVID-19 support at the Javtis Center. Now, at Joint Base McGuire Dix Lakehurst, N.J., Mulkins looks back at service in Covid-19 response as part of the whole-of-nation effort.Supporting this mission was especially meaningful for Mulkins, saying. “I was born and raised in Patterson, N.Y., a small town north of New York City where a lot of residents commute to the city for work. I have friends back home who work in the FDNY, NYPD and other public services within the city.”Mulkins was instilled with a desire to help and support. His job with the task force was to support the providers and allow them to do their job by providing the best possible care, so as a team, they could alleviate the stress on the healthcare system. “I was raised with a strong belief in helping others whenever and however I can. I was a 3rd generation member of my local volunteer fire department and became a certified first responder and a NY state certified firefighter at 16 and joined the Army at 17,” said Mulkins.Mulkins family is extremely supportive of his service, even if some of them were nervous about the situation. “Being from a community so close to NYC my local news is constantly reporting on the situation which has my mother and other family members constantly watching for any updates because they know I am here working. My father was an infantryman and my brother is currently serving in the Army Reserve as a 25C after transitioning from active duty like myself so they are very understanding and supportive of my service,” said Mulkins. Looking forward, this support confirms Mulkins dedication to service. “I will continue my education at Mount Saint Mary College where I attend full time utilizing my post 9/11 GI bill benefits. I will return to volunteering my time to the Patterson Fire Department. I also volunteer as a member of the Putnam County Technical Rescue Team in my home county in West Hartford, Conn.,” said Mulkins.Mulkins said, "To other medical providers, I would extend my gratitude and sympathy. I am proud to be a healthcare worker with them. It has been difficult and stressful for many of them and they are handling it like champions. Seeing how the nurses and other providers are dealing with this motivates me even more to finish my degree and join them.
